Announcement on HECAS 2025 (1st Round) Online Application

HECAS online application for August 2025 intake for Academic Session 2025/2026 to local Higher Education Institutions (HEIs), i.e. Universiti Brunei Darussalam (UBD), Universiti Islam Sultan Sharif Ali (UNISSA), Universiti Teknologi Brunei (UTB), Politeknik Brunei (PB) and for the Brunei Government Overseas Scholarship under the Department of Scholarship Management, Ministry of Education will commence on Tuesday, 21st January 2025 at 9:00 a.m. and will be closed on Tuesday, 25th February 2025 at 3:00 p.m. The programme levels offered are Level 5 Diploma, Higher National Diploma and first Degree programmes.

The HECAS online application is opened for holders of valid Brunei Darussalam issued identity cards i.e. yellow, purple or green. HECAS does not process the following applications:

• Government servants applying for in-service training; and
• Foreign applicants who do not have valid Brunei Darussalam issued identity cards.

Applicants are allowed to use their predicted results to apply to local universities (UBD and UNISSA). They will receive a conditional offer upon meeting the entry requirement set by the institution concerned.

Before the closing date of HECAS, applicants are required to:

• Submit HECAS Online Form.
• Settle overdue payments upon HECAS registration through BIBD Mobile Application or by cash at the payment counter located at:
• Counter 8 (Cash and Revenue Unit), Ground Floor, Block C, One Stop Service Centre, Ministry of Education;
• Nearest BIBD Branches with teller service in your district.
• Fulfil requirements stated in the Institution Checklist.
